The next admin, if there is one, is going to spend 4 years trying to bring all these criminals to justice. They will be so burdened by this that Americans will be mad that not enough social/economic progress has been made and will vote their abusers back into power.
I don’t think there’s any good reason we can’t do both of those things at the same time, but even if it goes exactly like you describe at least trying to pursue justice will be an improvement over the last administration
